SIOUX FALLS, S.D. (KELO AM) - The House State Affairs Committee today advanced a bill preventing abortion of a fetus that sponsors say can feel pain.
Sioux Falls Legislator Isaac Latterell says the bill prevents abortions when the fetus reaches twenty weeks.
Bill opponent Doctor Marvin Buehner, a Rapid City obstetrician, cited research from the Journal of the American Medical Association that fetal perception of pain is unlikely before 26 weeks.
The measure earlier passed the Senate 21 to 14.
