SIOUX FALLS, S.D. (KELO AM) - The head of South Dakota’s Department of Environment and Natural Resources had nothing good to say about the EPA in a U-S Senate committee hearing this morning.

Steve Pirner says his department is consistently at odds with the federal government over the environment.

Pirner says the state has sued over the Clean Water and Air Acts.

Pirner told the committee that the "framers" reconized that the states possess unique authorities, qualities and abilties to meet the needs of the people and should function as models of democracy. He added that it is "not the case now."

Pirner offered about 5 minutes of testimony in the hearing labled "Cooperative Federalism:  State Perspectives on EPA Regulatory Actions and the Roles of States as Co-Regulators."

Senator Mike Rounds is member of the Committee on Environment and Public Works.
