Sioux Falls, SD (KELO AM) - The Sioux Falls City Council held a first reading today of an ordinance which would call for homeowners to keep their garbage cans out of street view except on collection days. Much of the discussion centered on the definition of the word “Inconspicuous,” or not radially noticeable. That language was cleared up to mean the trash container will be kept out of plain site behind or beside a building, or inside a building or fenced in area. The container must also be easily accessible to a garbage hauler.
Much of the discussion centered on the procedure for enforcing the ordinance, as well as what exceptions would be made for residence with disabilities or those that rely on others to set out their garbage for them. One example that was given was if a disabled person can’t drag their container up the driveway, a waiver would be granted.
No discussion was held on what the ordinance would mean for garbage haulers. A second reading of the ordinance is scheduled for July 1st.
