SIOUX FALLS, S.D. (KELO AM) - A Sioux Falls mother faces a felony charge for hitting her daughter with a belt over an argument about a cell phone.
Officer Sam Clemens says 35-year-old Flahn Nelly Quiah said her daughter was on the phone too often and took the phine away.
Clemens says the belt left a mark on the 15-year-old girl.
Quiah is charged with abuse or cruelty of a minor. Clemens says both the mother and daughter called police.
